The creation of this corridor was announced at the end of July 2018 during a meeting of the Turkmen-Romanian working group on transport issues, held in the Turkmenbashi city. The new international transport corridor should connect the Caspian and Black Seas through the territory of Azerbaijan and Georgia. At the same time, the starting point of the route is Turkmenistan, and the final point is Romania. Important links of the route are the Romanian Black Sea port of Constanta and the port of Turkmenbashi.
During the meeting, the parties exchanged views on cooperation in the transport and transit sector and the maximum use of the mutual potential of the international transport corridor "Caspian Sea - Black Sea".
